For a long time, the authority/capacity of the states to use power as an instrument of foreign policy has reached a level that threatens the international system along with the First World War. This situation has led to the existence of a general will through inter-state organizations to weaken the fact of appealing to power. In this context, the United Nations (Jemiyet-i Akvam), founded in , took the issue on the agenda and established joint sanctions against an aggressive state. With the Briand-Kellogg Pact (), which was later signed as a result of the efforts of the French and U.S. Foreign Ministers, all forms of war, except for defense, were banned and neglected. By the end of the Briand-Kellogg Pact was joined by 46 states, including Soviet Russia. During the same year, as a result of the will to "the participation in the package is in accordance with the national interests of Turkey", Turkey was among the signatories. But in the progressive period, the ineficiency of the United Nations, the spreading attitudes of Japan, Alma and Italy have begun to put on the paper the peace efforts to be achieved.
