Türkiye ile Gürcistan arasındaki Sarp Sınır Kapısı'ndan pasaportsuz kimlikli geçişler başlamasıyla birlikte, Artvin'in Kemalpaşa ilçesindeki Sarp sınır kapısından, yılında 1 lira olarak belirlenen geçiş ücreti, yılında 15 liraya yükseltilmişti. Geçtiğimiz günlerde kabul edilen torba yasayla 1 Ağustos itibariyle, 15 lira olan geçiş harçlarının 50 liraya çıkartıldı.

Ulaştırma ve Altyapı Bakanlığından alınan ve bir örneği ilişikte gönderilen tarihli ve sayılı yazıda; daha önce Gürcistan üzerinden transit taşıma yapan ülkemiz taşıtlarından Gürcistan tarafının tek taraflı olarak geçiş ücreti almaya başlaması üzerine, ülkemiz üzerinden transit taşıma yapan Gürcistan plakalı taşıtlardan yılından bu yana ABD Doları geçiş ücreti alındığından, Gürcistan Hükümetince yayımlanan talimat uyarınca Gürcistan üzerinden transit geçen Türk taşıtlarından alınan geçiş ücretinin Lari`ye çıkarıldığından ve Gürcistan`a transit bir yük taşınması durumunda (varış ülkesi Gürcistan olmasına rağmen yükün devamında başka bir ülkeye aktarılacak transit bir yük olması halinde) taşıma türünün ikili olarak değil de transit olarak kabul edildiğinden ve bu tür taşımalar için de transit geçiş ücreti alındığından bahsedilmiştir.

Bu çerçevede, Ulaştırma ve Altyapı Bakanlığınca, Gürcistan tarafınca başlatılan uygulamalar dikkate alınarak, mütekabiliyet ilkesi uyarınca, tarihinden itibaren geçerli olacak şekilde; Ülkemiz üzerinden transit taşıma yapacak Gürcistan plakalı taşıtlardan alınacak geçiş ücretinin ABD Dolarına yükseltilmesi ve Gürcistan plakalı taşıtların ülkemizden Gürcistan`a veya üçüncü bir ülkeye yaptıkları taşımalarda transit (serbest dolaşımda olmayan) yük taşınması durumunda bu taşımalardan da iç gümrüklerde ABD Doları geçiş ücretinin tahsil edilmesinin uygun görüldüğü ve bu hususta Bakanlıkları U-Net otomasyon sisteminde gerekli düzenlemelerin yapıldığı belirtilmektedir.
