Mexican Policy for the Manufacturing Industry

The export manufacturing industry represents one of the most important pillars of Mexico’s economy. Once characterized for being in the northern border, the manufacturing industry has spread and established itself as well in the center of the country. As noted in Chapter 2 – Foreign Investment, about half of foreign investment inflows are destined for the manufacturing sector.

Within the manufacturing industry, the automotive sector is the most economically important, followed by the food, chemical, and basic metal sectors. The success of the automotive industry is largely explained by the integration of supply chains that began with the entry into force of the North American Free Trade Agreement (NAFTA). As noted in Why Investing in Mexico? Mexican manufacturing exports have left behind agricultural, extractive, and oil exports, which for many years were the most important in the Mexican economy.

During the economic crisis due to the COVID-19 pandemic, Mexico is committed to the opportunities offered by the USMCA so that the maquiladora industry can innovate and add more added value to manufactured goods.

As explained in the following lines, Mexico has created different international trade promotion policies specifically designed for the manufacturing industry. These policies aim to facilitate international trade operations, create economic incentives, and provide legal security for export manufacturing companies. At the same time, international trade promotion policies have contributed significantly and positively to the Mexican economy, attracting foreign investment, creating industrial clusters, and jobs.

The IMMEX Program: What is the IMMEX Program?

The IMMEX Decree is a duty-deferral government program that provides benefits to authorized companies that engage in the manufacturing or maquila operation scheme in Mexico, including import-export. In essence, the IMMEX Program grants administrative facilitation measures and tariff incentives to manufacturers, and foreign-owned companies may also access income tax incentives. The companies must be “residents” in Mexico to access the IMMEX Program per the provisions of the Federal Tax Code and the Income Tax Law.

Notably, IMMEX companies are authorized to introduce goods under the temporary importation customs regime, deferring (avoiding) the payment of import duties or the General Import Tax (known as IGI in Spanish acronym), and where appropriate, antidumping and countervailing duties. The purpose of these benefits is to create an attractive regulatory framework for the export-oriented manufacturing industry; in other words, IMMEX companies can carry out manufacturing activities with temporarily imported goods in a low tax or tariff environment, but upon the condition that the imported goods are exported after submitted to production or some service.

Many foreign investors benefit from the IMMEX Program because it allows, for instance, to manufacture or repair products in Mexico preserving the company’s cash-flow and using excellent and low-cost labor.

The Ministry of Economy and the Ministry of Treasury have joint responsibility for issuing the IMMEX authorization. However, the Ministry of Economy is the authority in charge of issuing the IMMEX authorization or certificate to a company (hereon referred to as “IMMEX company”), while the Ministry of Treasury has to approve the company prior said authorization is issued. Besides, an IMMEX company may access extra tax benefits such as the VAT/IEPS Certification issued by the Mexican IRS (known as SAT, in Spanish). Затем поступил в лицей Ататюрка, но завершил обучение в Эргани. В 1979 году переехал в Стамбул и поступил в университет Мармара. Во время учёбы там познакомился с будущей женой Вильдан, с которой поженился в 1981 году. У них есть дочь Гюль[4].

Был участником организации левого толка, которая боролась против правительства Турции. Принимал участие в кампании против принятия новой Конституции во время Конституционного референдума 1982 года. Написал статью о полицейской операции, в ходе которой его соратники были арестованы за расклеивание плакатов на стены. Эта статья была опубликована в журнале «Проблемы мира и социализма» и переведена на 40 языков. В 1983 году окончил университет Мармара[4].

Был членом Коммунистической партии Турции. В 1985 году был направлен партией на учёбу в Институт научной информации по общественным наукам АН СССР. В 1986 году вернулся в Турцию[4].      

Творчество
Писать романы начал во время поездки в Москву.

По мотивам этой поездки был написан изданный в

1998 году роман «Kar Kokusu» (с тур. «Запах снега»).

В 1989 году прекратил политическую деятельность

и начал публиковаться в «Sokağın Zulası». Одновременно

с этим работал в рекламном агентстве, принадлежавшим его другу.

В 1990 году принимал участие в создании издания «Yine Hişt». Публиковался в «Yine Hişt», «Adam Sanat», «Öküz», «Cumhuriyet» и «Yeni Yüzyıl». В 1992 году за сборник рассказов «Çıplak Ayaklıydı Gece» (с тур. «Босая ночь») получил премию «Ferit Oğuz Bayır Thought and Art Prize». Gaziantep'te yedi çocuklu bir ailenin en küçük çocuğu olarak dünyaya geldi. Babası kilim tüccarı, annesi terzi idi. İlk öğreniminin ardından Gaziantep Atatürk Lisesi’ne devam etti. 14 yaşından itibaren sol görüşlü bir aktivist oldu. Ülkücülerle aralarında çıkan bir kavgadan dolayı 24 arkadaşıyla birlikte Gaziantep dışına sürgün edildiği için liseyi Diyarbakır’ın Ergani ilçesinde bitirdi.

1979’da Marmara Üniversitesi’nin Kamu Yönetimi bölümünde yükseköğrenimine başladı. Öğrencilik yıllarında tanışıp evlendiği Vildan Hanım ile evliliğinden Gül adında bir kızı oldu (1981). 1980 darbesinin ardından derneklerde sol görüşlü olarak çalıştı. 1982’de düzenlenen “Anayasaya Hayır” kampanyasına katıldı. Duvarlara afiş yapıştırırken yakalanan arkadaşları için öykü şeklinde yazdığı rapor, takma adı olan "K. Yalçın" imzası ile önce Atılım Dergisi’nde sonra Prag’da 40 dilde yayın yapan Barış ve Sosyalizm Sorunları Dergisi’nde yer aldı. Yazarlığa adımını bu rapor/öykü ile attı. 1983 yılında üniversite öğrenimini tamamladı.

Üyesi olduğu Türkiye Komünist Partisi (TKP) tarafından 1985’te Moskova’ya gönderildi. 1985-1986 yılları arasında Moskova Sosyal Bilimler Akademisi'nde eğitim gördü. TKP tarafından komünistlik eğitimi almak için Rusya’ya gönderilen altı gencin başından geçenleri anlattığı "Kar Kokusu" (1998) adlı romanı, bu dönemde yaşandıklarından izler taşır. Moskova’da iken şiir yazmaya başladı. 1989’da aktif politikadan ayrıldı ve Sokağın Zulası adlı şiir kitabını yayımladı. Arkadaşı Ali Taygun ile bir reklam ajansı çalıştırmaya başladı.

1990 yılında bir grup edebiyat tutkunuyla birlikte Yine Hişt adlı kültür-sanat dergisini çıkardı. Şiir, öykü ve yazılarını Adam Sanat, Yine Hişt, Öküz ve Cumhuriyet Kitap dergileri ile Yeni Yüzyıl gazetesinde yayımladı.

1992 yılında yayınlanan ilk öykü kitabı Çıplak Ayaklıydı Gece, aynı yıl Ferit Oğuz Bayır Düşün ve Sanat Ödülü'nü aldı. Bu kitap Ahmet Ümit'i yazın dünyamıza tanıtan ilk kitap olma özelliğini de taşır.

Arkadaşı tiyatro yönetmeni Ali Taygun’un teşvikiyle polisiye yazmaya ağırlık veren Ahmet Ümit, 1993 yılında ATV için çekilen "Çakalların İzinde" adlı polisiye dizinin öykülerinin ve senaryosunun yazılmasına katkıda bulundu. Ardından da 1995'te Ahmet Ümit, çeşitli gazete ve dergilerde Franz Kafka, Dostoyevski, Patricia Highsmith, Edgar Allan Poe ve polisiye roman yazarları üzerine inceleme ve tanıtım yazıları kaleme aldı.

"Bir Ses Böler Geceyi" (1994) adlı uzun hikâyesinin ardından "Masal Masal İçinde" (1995) yayımlandı. Annesinden dinlediği masalları düzenleyip yazdığı bu kitap çeşitli özel ilköğretim okulunda ve özel kolejlerde ders kitabı olarak okutuldu, Korece’ye çevrildi Kitaplarının tümünde var olan gerilim duygusu "Sis ve Gece" (1996) adlı polisiye romanında kendisini tümüyle dışa vurdu. "Sis ve Gece" Türkiye'de yankı uyandırdı, tartışmalara yol açtı. Yunanistan'da yayımlanarak yabancı dile çevrilen ilk Türk polisiye yapıtı unvanını kazandı.

"Sis ve Gece"'yi "Kar Kokusu" (1998) adlı romanı, "Agatha’nın Anahtarı" (1999) adlı polisiye öykü kitabı takip etti. 2000'den itibaren "Patasana"(2000), "Kukla" (2002), "Şeytan Ayrıntıda Gizlidir" (2002), "Beyoğlu Rapsodisi" (2003), "Aşk Köpekliktir" (2004), "Ninatta’nın Bileziği" (2006), "Kavim" (2006) adlı kitaplarını ardı ardına yayımladı. 2007’de "İnsan Ruhunun Haritası" adlı denemesi yayımlandı. 2008'da yayınlanan "Bab-ı Esrar"'da Şems-i Tebrizi cinayetini konu edindi. İstanbul hakkında çok detaylı bilgiler de içeren "İstanbul Hatırası" adlı polisiye romanı Haziran 2010'da okuyucularla buluştu. Yazarın "Başkomiser Nevzat, Çiçekçinin Ölümü" (2005) adlı bir de çizgi romanı vardır.

Öykülerinden yola çıkılarak Uğur Yücel tarafından Karanlıkta Koşanlar ve Cevdet Mercan tarafından Şeytan Ayrıntıda Gizlidir dizileri yapılmış, "Sis ve Gece" adlı romanı 2007 yılında Turgut Yasalar tarafından sinemaya uyarlanmıştır. "Şeytan Ayrıntıda Gizlidir", "Agatha’nın Anahtarı" ve "İstanbul Hatırası" kitapları radyo tiyatrosu formatına uyarlanarak NTV Radyo'da yayımlanmıştır.

Ayrıca Okan Üniversitesi Danışma Kurulu üyesidir.

Ahmet Ümit, 25 Eylül 2010 tarihinden beri Habertürk Televizyonu için "Yaşadığın Şehir" adlı bir program serisi yapmaktadır. Pazar günleri gündüz kuşağında yayına verilen programın sunuculuğunu da yapan Ümit, başta İstanbul olmak üzere Türkiye'deki kentlerin gizli tarihlerine ve gizemlerine ışık tutmaktadır. Programın kapsamı içinde "Efes Antik Kenti", "Kapadokya" gibi tarihi önemi olan bölgeler de bulunmaktadır.

"Right after MTV awards we've started thinking on Eurovision, so our entries are almost ready. Within one week we will complete them and be ready to submit for TRT's choice. We do not think of fitting in Eurovision format, we will just try to present our best", said Fernan Akgul, lead singer. Commission will meet in mid-February, when song that will represent Turkey at Eurovision song of Manga will be determined. It will be introduced to the public after the music video is shot.

Meanwhile, it has also been reported in Turkish press that this year's budget for preparation and participation in Eurovision will be 450 000 TRY (210 thousands Euros). The costs will be compensated to the band after the spendings are confirmed.

"Сразу после премии MTV мы стали думать о Евровидении, поэтому наши песни практически готовы. Они будут завершены в течении недели и мы сможем подать их на рассмотрение TRT. Мы не стараемся попасть в формат Евровидения, а лишь хотим показать лучшее, на что мы способны", говорит Фернан Акгюль, солист группы. Комиссия соберется в середине февраля и определит, какая из песен Manga представит Турцию на конкурсе. Она будет представлена публике после того, как на нее будет снят клип.

maNga is a Turkish rap rock band performing mostly a fusion of alternative rock and hip hop music, with a touch of Anatolian melodies and with electronic elements. maNga was formed in 2001 and came into the public spotlight after finishing runner-up at the Sing your song' music contest. First album of the band, was published in 2004 reaching gold status (more than 100 000 copies sold) with re-release in 2006. Second album, "Sehr-i Huzun" has appeared in 2009. Members of the band are: Ferman Akgul (vocals), Yagmur Sarigul (guitar), Cem Bahtiyar (bass), Efe Yilmaz (turntables), Ozgur Can Oney (drums).

maNga - турецкая рэп рок группа, исполняющая в-основном смесь альтернативного рока и хип хоп музыки с налетом анатолийских мелодий и электронных элементов. maNga была основана в 2001 году и стала известной публике после второго места на музыкальном конкурсе молодых исполнителей. Representative of maNga's record label Sony Music Meryem Uysal also stated that at this moment they do not possess any definite information about band's possible Eurovision participation. She however added that in case band will participate in the contest, they will enter the song in English, which however, may contain some Turkish words.

The Milliyet report earlier this week has based story of maNga selection on the fact that other 2 candidates, considered by TRT have announced dropping out from the competition. Both Sebnem Ferah and Emre Aydin stated being uninterested in Eurovision participation in the current moment, however, Emre has added that he has not received any official proposal either.

Шебнем Ферах и Эмре Айдын заявили о том, что в их текущие планы участие в Евровидении не входит, однако Айдын подчеркнул, что официального предложения также не получал.

As ESCKaz earlier reported, based on the outcome of the poll Music department of TRT has identified three possible candidates, among them also Sebnem Ferah and Emre Aydin, but both now have rejected possible Eurovision participation leaving maNga as the only available choice out of three. As Sebnem Ferah earlier, Emre Aydin has also stated that: "My short and medium term plans do not include Eurovision". He admitted though that he has not received an official proposal, but will deny it anyway if it arrived. Singer is said to be concentrating on his upcoming releases with plans for English language album. Meanwhile, speaking earlier, maNga members have responded to question that if Eurovision proposal is made for them, they will accept it.

TRT has not yet presented their Eurovision choice officially, as it is believed that contract negotiations between the band and TRT are still running, but if all questions are solved, presentation will be held in the next few days. Yesterday, maNga have also appeared with the live interview on TRT radio, however no official Eurovision news were given there.

Как и ранее Шебнем, Эмре заявил: "В мои кратко и средне-срочные планы участие на Евровидении не входит". Он признал, правда, что официального предложения и не получал, но отверг бы его в случае появления. Певец сообщил, что предпочитает сконцентрироваться на своих планируемых релизах, в частности на англоязычном альбоме. В свою очередь группа maNga, отвечая на вопрос журналистов, отметила, что если предложение участвовать в Евровидении им поступит - то оно будет принято.

ТРТ пока не презентовало официально своего выбора, поскольку переговоры о контракте между группой и телеканалом продолжается, но, если все вопросы будут урегулированы, то это состоится в ближайшие несколько дней. Вчера, maNga дали интервью в прямом эфире радиостанции TRT, но официальной информации об участии группы в Евровидении в нем озвучено не было.

Couple of weeks ago, we have informed here on ESCKaz, that based on the outcome of e-mail poll, TRT Music Department has made a shortlist of these three potential entrants with final decision to be made by TRT Board of Directors after consultations with managements of the singers.

However, last Saturday, as we've also have mentioned, сontradicting unconfirmed reports appeared in Turkish press, such as HaberTurk and Gecce, that Murat Boz has been appointed as Turkish representative in the Eurovision Song Contest. On Monday, the rumour has been also picked by Azerbaijani broadaster's official website and was spotted on various minor Eurovision websites as confirmed information as well. Now this information is being denied as false.

Несколько недель назад мы сообщали на ESCKaz, что согласно результатам e-mail опроса, музыкальный департамент ТРТ составил список из этих трех потенциальных кандидатур, окончательный выбор из которых должен принять Совет Директоров канала после консультаций с менеджментом исполнителей.

Однако, в прошлую субботу, как мы тоже уже отмечали, в турецкой прессе, в частности в HaberTurk и Gecce появились противоречащие сообщения о том, что представителем Турции на конкурсе назначен Мурат Боз. В понедельник, слух об этом был подхвачен официальным вебсайтом телвидения Азербайджана и появился на различных фан-сайтах Евровидения как уже якобы подтвержденная информация. Сейчас она опровергнута, как недостоверная.

First Tarkan, then, Hayko Cepkin, Emre Aydin and recently Hande Yener have been rumoured by Turkish press as Eurovision candidates. Already in October official Azerbaijan broadcaster's site has tipped 4 names for the contest, band Manga, Emre Aydin, Sebnem Ferah and 4th being Murat Boz. Later, Milliyet has published information that TRT is not going to appoint female singer to the post, despite at the same time Hande Yener was also rumoured to top the nominated list.

At the moment TRT is not confirming any reports from the press with official announcement on the selection is yet to follow. It is expected that the name of Turkish entrant will be revealed by the end of December.

В настоящее время TRT не подтверждает никаких сообщений турецкой прессы, официальных заявлений телеканал еще не делал. Ожидается, что имя представителя Турции будет объявлено до конца декабря.

Генеральный менеджер ТРТ Ибрагим Сахин также высказал личное мнение: "Если вы спрашиваете меня, то я бы хотел, чтобы Турцию на конкурсе представил Таркан. Но в прошлом году он отклонил наше предложение. В этом году, если он победит в опросе, мы попробуем провести переговоры снова". Касательно предложенной системы отбора он добавил: "Выбор народа облегчает нашу работу. И благодаря этой системе к нам будет обращено меньше критики".
