Rejim kelimesi, herhangi bir hükûmet türü ile eşanlamlı olarak ortaya çıksa da, modern kullanımı, otoriter bir hükûmet veya diktatörlük anlamına gelen olumsuz bir çağrışım vermiştir. Webster tanımı, rejim kelimesinin basitçe bir hükûmet biçimine atıfta bulunduğunu belirtirken,[2]Oxford İngilizce Sözlüğürejimi "bir hükûmet, özellikle de otoriter bir hükûmet" olarak tanımlamaktadır.[3]
"Rejim" teriminin çağdaş akademik kullanımı, popüler ve gazetecilik kullanımından daha geniştir. " [4]Küresel çalışmalarda ve Uluslararası ilişkilerderejim kavramı, ulusal hükûmetlerin kontrolü dışında kalan uluslararası düzenleyici kurumları (bkz. Uluslararası rejim) adlandırmak için de kullanılmaktadır.
