tarihli, sayılı Resmi Gazete’de yayımlanan 5 Seri No’lu Gümrük Genel Tebliği (Gümrük İşlemleri) gereğince, İstanbul Gümrükleri Başmüdürlüğü bağlantısı olarak yılında “Yeşilköy Otomotiv İhtisas Gümrük Müdürlüğü” adı altında, otomobil ithalatı ve yurt dışına giden ve gelen yolcuların yabancı plakalı araçları ile ilgili işlemlerin ivedilikle yapılmasını sağlamak amacıyla kurulmuştur. 22/12/ tarihli ve sayılı Resmi Gazetede yayımlanan / sayılı “Gümrük ve Ticaret Bakanlığı Taşra Teşkilatında Düzenlenme Yapılması Hakkında Karar” ile de Müdürlüğümüz adı “Yeşilköy Gümrük Müdürlüğü” olarak değiştirilmiş olup, Yeşilköy Mahallesi, Yeni Havaalanı Caddesi No:1 Bakırköy’deki adresinde hizmet vermeye devam etmektedir.

During the Republican era, “the question of minorities” was an important issue for the rulers of the state, as it was in the last periods of the Ottoman Empire. Unlike the Ottoman Empire, the Republican leadership adopted the policy of building a new nation. This policy had significant effects on the demographic and economic structure of the minorities, on the rights given to them by the Treaty of Lausanne, and on their religious, educational, and cultural institutions. In this study, state policies towards minorities are analyzed by taking the main historical developments into account in different periods, starting from the One-Party era until today, within the framework set by the Lausanne Peace Treaty. In the empirical part of the study, the policies towards non-Muslim minorities are attempted to be identified through in-depth interviews conducted with the representatives of these minority groups. To this end, several interviews are conducted with the representatives of Greek-Orthodox, Armenian, and Jewish communities and the problems are analyzed under five categories; education, endowments (vakıflar), foreign policy, citizenship, and the administration of the community. These interviews demonstrated that there are some positive developments as a result of the democratization steps and several reforms in the European Union adjustment process. However, it is also seen that these developments are not sufficient to meet the needs of the religious minority groups. Nevertheless, for the period starting from the early s, in which new policies has launched in Turkey, it is evaluated that we are entering into a new phase, where relations are being situated on legal grounds instead of religious contexts. Moreover, in this study, it is argued that this new phase opens up new opportunities for non-Muslim minorities especially on the questions of endowments and fundamental rights, similar to the significant developments in the case of other social groups in Turkey.
The urban transformation process accelerated immensely by the end of the 20th century is one of the problems Turkey has faced. This process, which is guided by various legal and administrative sanctions for many years, affects historical urban areas negatively. One of these sanctions providing a basis for inappropriate interventions on the historical urban areas is the Law No. on “Conservation by Renovation and Use by Revitalization of the Deteriorated Historical and Cultural Immovable Property”. This law, the “Renewal Law” in short, carried into effect in , causes irreversible damages and losses through the renewal of the qualified urban sites. The purpose of this study is to critically evaluate the urban transformation of the “Land Walls Protection Area”, one of four sites determined as world her- itages in the Historical Peninsula of Istanbul, through a reading of the Law No. This evaluation is made through “Zeytinburnu Culture Valley Project”, which is the largest renewal project identified among the six renewal zones falls within the Land Walls Protection Area. The paper begins with the history of Zeytinburnu through a chronological narration. After emphasizing the values of the district, “Zeytinburnu Culture Valley Project” is introduced in terms of its purpose, scope and content. The study then focuses on the spatial effects of Law No. through the final state of the project. Lastly, on its 13th year of force, the consequences of the Renewal Law on the cultural heritage that needs to be protected are specified in the light of the internationally valid charters from a conservation point of view.
